Withdraw a SAR/RF collection request
DELETE/collection-requests/:requestIdentifier
Withdraws a SAR/RF collection request. The request is kept rather than deleted: it moves to Withdrawn, every occurrence still outstanding moves to Cancelled, and occurrences that already reached a final state keep it. Vantor operations is notified so nobody keeps working the request with the provider.
Only an Active request can be withdrawn.
Required permissions: CROWS_NEST_BASE_USER

Unauthorized – missing or invalid JWT.
Forbidden – token lacks required role or customer scope.
Collection request not found, or not available for the caller's customer.
