Update a SAR/RF collection request

Replaces a SAR/RF collection request. Send the full request, as for a submission; state is ignored because it is rolled up from the occurrences.

Only an Active request can be updated. Changing the collection window or the recurrence rule regenerates the occurrences, which get new identifiers and start again as Requested. That change is refused with 409 once any expected scene is attached to an occurrence. Changing anything else, such as the AOI or the notes, leaves the occurrences as they are.

Forbidden – token lacks required role or customer scope.
